For an investor-owner, this is a fundamental change: the rental value of your property becomes much more precise—for better or for worse.

What the old system did

What This Means for a Homeowner

A high-quality property commands a higher value. If you own a unit on a high floor with a view in a new, well-equipped building, the old system penalized you by bringing your value down to the neighborhood average. The new index takes these characteristics into account.

A mediocre property is less well-protected. Conversely, a unit on a lower floor with no view in an aging high-rise no longer benefits from the area’s average value. This is a factor to consider when making a purchase decision: the intrinsic quality of the unit now has a direct and measurable impact on its rental value.
